9 permanent working groups of the All-Russia сivil forum

The concepts of 9 working groups were published on the All-Russia civil forum website: Animal welfare; Information transparency and open data; Local government and area development; Public control; Rights in the Internet; Consumer rights; Advocacy development; Social investments; Ecology.
The working group Animal welfare builds its work in three directions: neglected animals: practice of trapping- sterilization-vaccination-return, analysis of the possibilities of keeping animals in shelters; domestic animals: best practices to prevent animal abuse, problem of overproduction and ways to solve it; wild animals in captivity: study of existing problems, ways of solution. The idea of the working group Information transparency and open data is the access to the data contained in the state information systems. Citizens should have an equal access to the information and opportunity to work with the data to implement commercial and socially important projects. The working group Local government and area development is aimed at promoting the development of local communities and local self-government. The coordinators of the working group are: Andrey Maksimov, manager of the project " Municipal Map of Russia: Points of Growth" in the Kudrin Foundation for support of civil initiatives, chairman of the Commission for Territorial Development and Local Self-Government, Public Chamber of the Russian Federation; Elvira Aleynichenko, head of the Federal consultation center “Rodnye goroda”, head of the Social innovations center GrantRafting;; and Vyacheslav Bakhmin, member of the All-Russia civil forum organizing committee, expert of the Civil initiatives committee. The activity of the working group Public control is aimed at increasing accessibility and effectiveness of public control institution for citizens, public organizations and other subjects of public control as well as increasing accountability, impartiality, efficiency and transparency of public authorities' activities based on the results of public control. Coordinators of the group: Vadim Karastelev, coordinator of the all-Russia campaign "Citizen and Police", employee of Moscow Helsinki Group, Ph.D. of Political Science, and Vasily Rybakov, member of Public Monitoring Commission in Sverdlovsk Region. The working group Rights in the Internet regularly monitors innovations in the Internet legislation, publishes independent assessments, forecasts and comments on the nature of current events in the Internet industry; prepares analytical and statistical information in this field. The activity of the working group Consumer rights is dedicated to the protection of consumer interests in financial services and digital products and services. The coordinator of the group is Dmitry Yanin, Chairman of the Board of the Union of Public Associations "International Confederation of Consumer Societies". The concept of the working group is here.
The working group Advocacy development deals with the perspectives of reforming legislation on advocacy, formulates proposals and recommendations on improving the effectiveness of advocacy. The coordinators are: Andrey Ragulin, lawyer, pro-rector of the Russian Academy of Advocacy and Notary; Vadim Kluyvgant, lawyer, candidate of historical sciences, Vice-President of the Chamber of Lawyers, member of the editorial board of the magazine "Moscow lawyer". The key task of the working group Social investments is the development and promotion of financial tools for attracting investments to dealing with the most difficult financial issues. The working group Ecology is aimed at coordinating efforts of public environmental sector. Within its framework there is an exchange of experience, discussion of successes and failures of ecological campaigns, attempts to build a dialogue with authorities. The coordinators are: Askhat Kayumov, chairman of the Council of Nizhny Novgorod Public Movement "Environmental Center Dront" and Alexander Fyodorov, deputy director of the Center for Environmental and Social Programs, co-chairman of the Socio-Ecological Union.
