Mission
All-Russia civil forum is an open self-developing community of civic organizations, civic activists and experts aimed at modernizing the country on the basis of universal values of humanism, human rights and dignity, trust, cooperation and solidarity of citizens in organizing a society that contributes to improving the quality of life.
The History of the Forum
The idea of creating a forum of civil society representatives was a response to the controversial state authorities’ policy in relation to non-profit sector. Ten well-known Russian public figures took the initiative in assembling the forum in July 2013. Among them there were: Lyudmila Alekseeva, Evgeniy Gontmakher, Anatoliy Ermolin, Alexey Kudrin, Elena Panfilova, Irina Prokhorova, Alexey Simonov, Elena Topoleva-Soldunova, Igor Chestin and Irina Yasina. The First All-Russia civil forum "Agenda for Russia" was held in Moscow on November 23, 2013. It gathered about a thousand of representatives of Russian non-profit public organizations from 83 regions. The Forum developed recommendations for the authorities and society in four key areas: "Power","Economics","Society" and "Life".
The Second All-Russia civil forum was held a year later - on November 22, 2014 under the slogan "Dialogue. Solidarity. Responsibility". The Forum resulted in two documents: the Statement of the All-Russia civil forum and the Proposals of the All-Russia civil forum containing the results of work of all expert sites of the Forum.
The Third All-Russia civil forum was held on November 21-22, 2015. The outcome of the first day was the Proposals of the All-Russia civil forum containing the results of work of all 16 expert sites.On the second day of the Forum, the unique multi-format exhibition "Made by Civil Society" was held for the first time within the framework of which dozens of well-known public organizations presented their own events and stands.
The Fourth All-Russia civil forum was held on November 19, 2016. At one day 45 different events took place, including the summing up of journalists’ contestand the competition in case solutions in non-profit sector called "Certainly." The events were attended by 1,782 people from 69 constituent entities of the Russian Federation, including 52 representatives of various levels of government. Mass media published about 1,500 publications on the work of the All-Russia civil forum for the whole year. Among the final materials of the Forum were expert reports prepared for the opening of the All-Russia civil forum, materials of 14 expert directions and, of course, the statement of the participants.
The Fifth All-Russia civil forum was held on November 25, 2017. It was devoted to the future of Russia and Russian regions and cities. The key topic for all discussions was the question of inevitable and predictable changes in different areas and first of all those that can be implemented by civil society. Within the framework of the Forum 60 events took place, including the second competition in case solutions in non-profit sector called "Certainly" and the youth debates competition. The fifth Forum was the largest in terms of the number of participants (more than 2000 people) and the most interesting for mass media (more than 3000 publications).
Principles of the Forum
The Second All-Russia civil forum formulated in its title the main principles of work for the future – “Dialogue, Solidarity and Responsibility”. What is meant by these principles?

Forum is a platform for an open and civilized civil DIALOGUE between representatives of different public interests, including interests between society and authorities. Without such a dialogue it is increasingly difficult to count upon preservation of civil peace as a condition for the development of the country.

Forum is an instrument for implementing the principle of civil SOLIDARITY. Solidarity is a critical factor in the survival of civil society: coordination, horizontal networking, exchange of competencies, best practices and other resources.

Forum embodies the principle of RESPONSIBILITY of civil society for the destiny of the country. Forum exists for the promotion of its modernization.
How does the Forum work?
According to the results of the All-Russia civil forum-2014, the first permanent expert groups began to be established. Their goal was to develop, promote and implement Forum's proposals, as well as to develop new ideas, concepts, strategies and programs for reforming various spheres of life.
Expert groups work on a regular basis: they carry out analytical studies, develop proposals, conduct expert and public discussions, seminars and webinars, and prepare reports. The year work results are presented by expert groups at the annual Forum. Each expert group contributes to the final document of the Forum - in fact, to the development program that civil society presents annually to the country.
New expert groups can be created at any time on the initiative of the expert community.
