Local government and social partnership: local government legislation, urban communities, local initiatives, urban planning, urban environment, sharing-cities, proactive budgeting.
Local government is one of the key institutions and ensures the attractiveness of the territories for life, civil self-fulfillment and entrepreneurial initiative. The basis of true local government is self-organization of citizens to address issues of local importance. The territories with lack of self-organization of residents and their interaction with government develop without taking into account the balance of interests and this may lead to potential social conflicts. Intersectoral social partnership enables the representatives of the state, business and civil society to unite their efforts to solve various problems. Today the most important tasks are: to support local initiatives, create sustainable forms of residents self-organization, establish constructive and mutually beneficial interaction between various sectors of society, promote new effective technologies for the development of local communities and intersectoral social partnership.
The focus area: technologies and practices for the development of urban and rural communities.
A state of law: protection of human rights, court system, law enforcement system, lawyers, penitentiary system, activities of centers for people with disabilities (psycho-neurological boarding schools, orphan asylums), mediation.
Today Russia ranks 92-nd place in the global Rule of Law Index, conceding even to such countries as Lebanon, Iran, Ecuador, etc. In a state governed by the rule of law, the interaction of state power, society and individual is based on the law, equality under the Law, ensuring human rights and freedoms. It requires independent, unbiased and accessible courts, police, lawyers, humane and fair system of punishments, etc. In a modern state of law the technologies of alternative out-of-court settlements play an important role. The joint efforts of all sectors of the society are needed to build such a state.
The focus area: judicial reform; modernization of the penitentiary system and effectiveness of public monitoring commissions; the right for everyone to receive qualified legal assistance; prestige and effectiveness of advocacy; development of the institution of alternative dispute resolution.
Environment for living and social rights:a right to health protection (mass sports, disease prevention, treatment) and education, social security (pensions, etc.), social assistance to the needy, charity, ecology.
Every day a number of various factors influence the society and each person individually: economic, social, political, ecological, etc. The right for a comfortable environment for living - social security, protection of the family, maternity, fatherhood and childhood, support of people with disabilities and senior citizens, health care and medical care, a favorable environment, etc. –all these things are written in the Constitution, but the enforcement of these rights is Collective responsibility of every citizen of the country.
The focus area: accessibility and quality of education and health; improving infrastructure for supporting citizens in difficult life situations; inclusion of children and adults with disabilities in society; improvement of the ecological situation in the country.
Open society and government of a state: information transparency about activities of authorities and non-profit organizations, open data, access to information for citizens, freedom of speech, propaganda, civil and social issues in the information field, elections and referenda, civil control over the authorities, public chamber and public councils, social elevators for youth, the state as a platform, channels for feedback, including citizens' appeals.
Access of citizens to public information and freedom of speech are significant indicators of a democratic society and openness of the state system. Freedom of information exchange in modern society contributes to the growth of the quality of life, enables citizens to be independent and active, and the state - effective. The impulse for improving public administration can be the development of institutions for interaction between the state and civil society. Such institutions are aimed at carrying out public control over the activities of authorities at all levels, to promote the growth of communication quality in making management decisions and other decisions, and to ensure the availability of social lifts in the country.
The focus area: to increase openness of the state and society (at the same time - guarantee the protection of personal data), including open data; freedom of citizens' access to reliable information and creation of conditions for the work of different media; formation of a civil environment with the help of new technologies to use the potential of different actors, including young people; freedom and openness of the electoral process; accessibility of the institution of public control for citizens and non-profit organizations; increase of the effectiveness of feedback channels between the authorities and society; launch of social elevators.
Strengthening of human and social capital: culture, continuous education and enlightenment, historical memory and self-identification, language and ways of artistic representation, value system, space for dialogue and solidarity, humanity for people, animals and habitats, responsible citizens of all ages (children, youth, adults).
Trust and tolerance, solidarity, humanity and responsibility, values and national idea of society are determined by its human and social capital - people and their ability to think about the future and act together, to use different tools to ensure public interest and quality of life here and now.
The focus area: school education; education for the responsibility of citizens of all ages; involving citizens in charity, volunteering and activities of non-profit organizations.
