SUMMARY OF THE ALL-RUSSIA CIVIL FORUM-2017

    The key topic for all discussions of the All-Russia civil forum was the question of inevitable and predictable changes in different areas and first of all those that can be implemented by civil society.

    The potential of solving current problems through discussions within the narrow expert areas has exhausted itself. In this regard, the All-Russia civil forum is focused on expanding the intersectoral interaction: thus, five thematic units are formed, uniting different working groups and experts:

    • Local government and social partnership;

    • A state of law;

    • Environment for living and social rights;

    • Open society and government of a state;

    • Strengthening of human and social capital;

    Preforum-2017

    The All-Russia civil forum has an Organizing committee - public figures that took the initiative in assembling the forum in July 2013. You can find the full list of the Organizing committee members here.

    There are 14 forum working groups:

    Groups work on a regular basis: they conduct analytical studies, develop proposals, initiate public discussions, seminars and webinars, and prepare reports. Their work has already resulted in final documents: statements, resolutions, bills, etc. These materials can be found on the new page of the site of the All-Russia civil forum " Results of the Forum ". Now this section continues to be filled with materials.

    Wi thin the framework of the Forum the second competition on case solutions in the field of non-profit organizations and initiatives management called "Certainly" took place. The c ompetition was held in three stages. The first one - remote was held in September. 220 teams from 62 regions of Russia took part in it. As a result of the selection, the best teams went to the second regional tour which took place in October in 7 cities: Moscow, St. Petersburg, Yaroslavl, Krasnoyarsk, Novosibirsk, Arkhangelsk and Per m. 12 strongest teams from 14 regions of Russia came to the final of the competition which was held on November 24 in Moscow. The winners of the competition were: team "My ryadom" (Chelyabinsk), "Bereginya" team (Perm), Third place took the City Initiative s Fund (Yekaterinburg).* (please see the details below).

    There was also carried out a youth debates competition at the V All-Russia civil forum. It was held for the first time and had 2 stages: the first one was on November 24, on the eve of the main day of the Forum, representatives from Moscow, St. Petersburg, Volgograd, Penza and Omsk took part in it. The final was held in the framework of the All-Russia civil forum.* ( please see the details below).

    The All-Russia civil forum-2017

    November 25, 2017

    The first stage of accepting applications for participation in the All-Russia c ivil f orum-2017 was held from July 25 to September 10. 244 applications for the provision of travel and / or accommodation at the expense of the organizers were approved.

    The second stage of accepting applications (without providing travel / residence) was held from September 14 to November 15. Within the framework of this stage 2101 applications have been approved.

    During the day (November 2, 2017) registered:

    • 1187 participants;

    • 181 representatives of Media;

    • 208 speakers;

    • 275 guests (98 from which from public authorities ), including the Minister of Health of the Russian Federation V. Skvortsova, the Minister for Public Government Affairs M. Abyzov, Governor of Perm kray M. Reshetnikov, Mayor of Moscow S. Sobyanin, Deputy Minister of Economic Development of the Russian Federation O. Fomichev, Chairman of the Central Electoral Commission of the Russia n Federation E.Pamfilova, Chairman of the Council of Judges of the Russian Federation V. Momotov, writer A. Tsypkin, stage director K. Bogomolov, member of the Board of Directors of Yandex company A. Voloshin, venture investor, founder of the Almaz Capital Partners A. Galitsky, Soc ial Policy and Public Relations at MMC Norilsk Nickel "L. Zelkova, general director of QIWI S. Solonin, etc.

    • 151 organizers, volunteers, technical staff.

    In total, according to our estimations, in the V All-Russia civil forum took part 2002 people from 8 0 subjects of the Russian Federation. Among them a t least 10 80 participants from Moscow and Moscow Region.

    The All-Russia c ivil forum community is growing: 1183 people in 2017 visited the Forum for the first time.

    The average age of participants is 42 years (in 2016 - 43). 50% of the Forum participants are women, 50% are men. mso-ansi-language:

    Within the framework of the Forum there were 18 sites, 60 events took place.

    As a result of the All-Russia c ivil f orum about 2000 publications were made. Primary analysis shows that even in state and pro-government media the nature of the information flow has changed - neutral messages or positive tone publications predominate. Participants of the All-Russia civil forum were represented on federal TV chan nels - in news and final weekly releases.

    The winners of the competition became 2 teams: "My ryadom" (Chelyabinsk), "Bereginya" team (Perm), mso-ansi-language:

    Third place took the City Initiatives Fund (Yekaterinburg). The award of the winners was conducted at the All-Russia civil forum at the closing session. Diplomas and awards were presented by Alexey Kudrin, the Chairman of the of the Committee of Civil Initiatives, the Chairman of the Board of the Center for Strategic Research; Alexander Auzan, the dean of the faculty of economics of Moscow State University; Svetlana Makovetskaya, director of the Center for Civil analysis and independent research “GRANI”; and Timur Yadgarov, co-founder of the Fund of Russian Economics and global initiative One million acts of innovation.

    The competition is for those who are somehow connected with non-profit public sector: works in non-profit organization, has a voluntary experience, participates in youth or students associations. The competitors are given the task to offer their solutions and the best tools for getting out of the problem situations which non-profit organizations may face. All cases written for the competitio n are based on real stories.

    Within the framework of the Forum a special discussion area was organized for the finalists of the competition where they could reflect on the future of non-profit organizations, to talk about their vision and discuss this with representatives of resource centers for SONKO from Perm, Yaroslavl, Krasnoyarsk and St. Petersburg.

    "Certainly" is the second All-Russia competition on case solutions in non-profit sector, the only in Russia case-championship in this area. The initiator of the competition is the Center for Civil analysis and indep endent research “GRANI”. The All-Russia civil forum, with the support of the Committee of Civil Initiatives, is also one of the organizers of the competition.

    Youth debates competition was carried out at the V All-Russia civil forum for the first time. It had 2 stages: the first one was on November 24, on the eve of the main day of the Forum. Representatives from Moscow, St. Petersburg, Volgograd, Penza and Omsk took part in it. mso-ansi-language:

    The winners of the first stage participated in the final which took place on November 25 at the All-Russia civil forum.

    The organizers offered the participants of the debates to discuss questions that were also discussed by the expert s at the Forum. The questions were as follows:

    • Do we need a trial jury in Russia?

    • Is it necessary to legislatively prohibit public authorities and local self-government bodies from maintaining mass media, giving grants for the development of media and for the production of certain content, various broadcasts or printed materials?

    • Is it more effective for today to change the world for the better by working in non-profit organizations and civil initiatives, rather than in public authorities?

    • Should non-profit organizations in Russia legally obtain the right to commercial secrets on the same grounds and in the same way regulated as the right to commercial secrets for commercial organizations?

    The award of the winners took place at the final session of the All-Russia civil forum-2017. Diplomas and prizes were presented by Alexey Kudrin, the Chairman of the of the Committee of Civil Initiatives, the Chairman of the Board of the Center for Strategic Research; Alexander Auzan, the dean of the faculty of economics of Moscow State University.
